OKX-ICE lists nine issuer objections to tokenized stocks

Nine issuers have objected in writing to tokenized versions of their shares on OKXICE, a venue that says it is not registered with the Securities and Exchange Commission for this activity. The list is in OKXICE's public notice dated October 15, 2026, and it already includes Broadcom and Verizon.

Publication came on September 22, 2026, at 91 Fed. Reg. 60168, document 2026-19388. Section 36(a)(1) relief runs from September 17, 2026 to September 17, 2031 unless the Commission modifies it. Issuers that stay silent can still be listed inside the caps.

Nine names, and no reasons on the notice

Cerebras Systems Inc. (CBRS), AppLovin Corporation (APP), Applied Digital Corporation (APLD), Rocket Lab Corporation (RKLB), CoreWeave, Inc. (CRWV), Verizon Communications Inc. (VZ), Applied Optoelectronics, Inc. (AAOI), Broadcom Inc. (AVGO) and UnitedHealth Group Incorporated (UNH) had filed by October 15. None of the nine entries gives a reason. The notice records the objection and does not summarise a letter or a board minute.

What a written objection stops on this venue

Trading waits at least 30 calendar days after the issuer receives the Issuer Notice. Object on or before day 30 and the venue cannot offer that stock there. It must amend the public notice within five business days.

Read against the order, the bar applies on the venue that received the objection. It does not, on its face, switch the name off at every other venue. A second venue would still send its own notice and wait its own 30 calendar days. CoinGenius has already set out the Commission's distinction between issuer and third-party tokenized securities. This notice is the third-party case: OKXICE says neither it nor an affiliate issues or tokenizes the stocks.

A Texas joint venture that is not an exchange

OKXICE LLC is a Texas LLC owned 50% by Intercontinental Exchange Holdings, Inc. and 50% by OKC USA Holding Inc. No affiliate venue is reported. No person in the group is registered with the Commission, which has not passed on the notice. ATS Rule 301(b)(5) does not apply. Nor does Regulation NMS. Access denials lack Commission review. Use outside the exemption could bring a Commission enforcement action.

Pools are permissioned Uniswap v4 pools on XLayer, plus the OKXICE TSV Hook. Only a wallet with the venue's soulbound token may trade or add liquidity, and only the venue may create those pools. Each pair is a tokenized NMS stock and a payment stablecoin, the term in Commission Release Nos. 33-11412 and 34-105020 of March 17, 2026. No order book. No custody of participant assets. No credit, no primary offering, no governance token, no on-chain voting. The Board of Managers decides off the chain.

Screening is done by OKX INC., an affiliate through OKC USA. The work covers identity checks and anti-money-laundering, plus the Office of Foreign Assets Control list. The notice says the venue stays responsible. It claims no retail licence for OKX INC.

Caps of 75 names and 250 names

Tier 1, under the Limit Up-Limit Down Plan, cannot exceed 75 symbols or 0.25% of the prior month's average daily share volume, as an effective transaction reporting plan reports it. That tier is the S&P 500, the Russell 1000, and certain exchange-traded products that meet the plan's notional test. Tier 2 cannot exceed 250 symbols or 2.5% of that volume.

Numerator: tokenized volume on the venue. Denominator: the stock's tape volume, from the consolidated tape plans. Affiliates' volume and symbols are added in. OKXICE says it has none.

Holder rights, and no custody by the venue

Holders should get the same dividends, voting rights and residual claim as the underlying class, plus proxy materials at no cost. Lose that and the venue says it stops offering the name. One-for-one shares sit with a broker-dealer, on the tokenizer's papers, not with OKXICE.

Affiliates may trade only as users, on the same terms as other participants, and as of October 15, 2026 none will provide liquidity. Every participant pays the same service fee. Bitcoin ETF creations use an authorised participant and a custodian, which is a different structure from a third-party token of an operating company's share.

FAQ

Q: Does an objection on this venue stop the same stock elsewhere?
A: The order stops that tokenized stock on the venue that received the objection. It does not, on its face, switch the name off at every other venue.

Q: Is OKXICE a registered exchange?
A: The October 15, 2026 notice says the venue is not registered with the Securities and Exchange Commission in any capacity for these activities, and that the Commission has not passed on the notice.

Q: When does the exemption end?
A: It runs from September 17, 2026 until September 17, 2031, unless the Commission modifies it.

Relief runs to September 17, 2031. Names still silent must clear the 30-calendar-day wait and the caps before this venue can trade them.
