NTC Urged to Block Philwin, Tapwin and Other Online Gambling Sites | BitPinas

Following the warnings from other regulatory agencies, the National Telecommunications Commission (NTC) has recently been urged to ban unregistered online gambling websites such as Philwin and Tapw1n. The appeal was made by a network of digital advocates called Digital Pinoys. 

Digital Pinoys’ Letter to NTC

In the letter sent to the commission, written by Ronald Gustilo, the national campaigner from Digital Pinoys, he identified several online gambling websites operating in the Philippines without proper registration from the Philippine Amusements and Gaming Corporation (PAGCOR)

According to the network, these websites, including 1xbet.com, betjili77.com, and pinasbet.com, were not listed in the May 2023 E-Games/E-Bingo licensing department of PAGCOR. 

“It is in our belief that illegal gambling sites should be taken down as soon as possible by your good agency as these sites pose great risks to Filipinos. Many of these sites have also been advertising aggressively, using social media platforms and influencers,” the letter stated.

The Risks of Unregistered Online Gambling Websites in the Philippines

The appeal of the network emphasizes that it aims to raise awareness about these unlicensed platforms and their potential risks to users.

“The intention of blocking these sites is clear. We want to protect the Filipino people from the dangers of accessing illegally operating and unregistered gambling sites,” Gustilo stressed.

In an interview with Bombo Radyo, Gustilo reiterated the need to block these illegal gambling websites.

“Dahil hindi sila regulated ng ating gobyerno, hindi sila sumusunod sa mga regulasyon sa kung paano gagamitin ang mga personal na impormasyon (kanilang) nakukuha, sa kung paano pangangalagaan ang privacy ng mga impormasyon na nakalagak sa kanila,” he stated highlighting that patrons of these sites are vulnerable to identity theft, scam, hacking, and phishing.

[Translation: As these websites are not regulated by the government, they are not required to follow proper guidelines on how to use and safeguard the private information logged into them.]

The Issue with Philwin and Tapwin

Digital Pinoys also flagged the websites previously implicated in the unauthorized Gcash transactions incident, such as Philwin and Tapwin1.com–noting that these are still active and operational. 

Last May, the National Privacy Commission (NPC) determined that the security breach impacting GCash users was the result of phishing attacks conducted by unidentified threat actors. The NPC further emphasized that the phishing attacks were facilitated through online gambling platforms, specifically mentioning “Philwin” and “tapwin1.com.”

Following a recent inquiry, PAGCOR officially confirmed to BitPinas that Philwin Casino Online, popularly known as PhlWin, lacks the necessary license or registration from the government agency.

Accordingly, the NPC also issued a warning to the public against using gambling apps, and emphasized the need to be careful when logging in information on dubious websites to avoid phishing attacks.
