University of the Philippines Develops Guidelines for Responsible AI Use

In light of the rapid development and adoption of Artificial Intelligence (AI), the University of the Philippines, the country’s top university, announced in an interview that it is developing guidelines for the “responsible” use of AI.

University of the Philippines Takes on AI Responsibility

Through a zoom interview with CNN, UP AI Program assistant professor Miguel Francisco Remolona shared that the draft on guiding principles on the responsible use of artificial intelligence have already covered several topics on the new technology.

“We do not want this policy, or this draft, to be a basis for hindering the development of AI. We want to have a more democratic approach in drafting these policies that’s why these policies were revealed to the public before being finalized,” he noted.

Draft for Guiding Principles of Responsible AI Use

According to Remolona, the university’s early disclosure of the draft is intended to address people’s perceptions of AI, particularly the negative aspects, and to ensure that the draft does not send the wrong message to the public.

“We still want to develop and still use AI. We are not actually limiting its use but we’re just (stating) what are the possible repercussions and what are the possible ethical situations,” Remolona explained.

The Need for Soft Regulations on AI

He also noted that, for the time being, what is required is “soft regulations” on this emerging technology, as strict rules may only restrict, rather than enhance, the capabilities of both students and teachers.

To address the cheating and plagiarism issues related to ChatGPT and other AI bots, Remolona stated that there are already tools that can identify AI writing–noting that the chat bots have a distinct algorithmic-based writing style that can be detected. 

“I think, efforts in trying to identify the perceptions of the faculty and students should be done in the entire country . in fact, maybe not just only in education but also in affected industries,” he stated.

Remolona further stressed that it is imperative for workers to understand how AI will affect their sectors, whether it will make their lives easier or harder, or if it poses a threat to them. He emphasized that these assessments will further develop the technology. 

“It (will) be a little bit easier for us to work around those threats, to work around the hazards involved. Right now, this is a fast moving technology, we can’t stop it; what we can do is adapt to it in terms of education,” he explained. 

Recent Developments in the AI Industry

Last July 12, tech leader Elon Musk launched xAI which aims to unravel the universe’s mysteries with neural network research. Musk is also known for co-founding OpenAI, creator of ChatGPT.

OpenAI also announced recently that it will establish a “Superalignment” team to tackle controlling superintelligence. The firm shared that it recognizes the potential of superintelligence to positively impact humanity but acknowledges the lack of current solutions for steering and controlling it.
